The rebuilding of Ukraine represents one of the largest reconstruction efforts in Europe since the Second World War.[2] Estimates from the World Bank, European Commission, United Nations and Government of Ukraine suggest recovery costs could exceed $500 billion over the coming decade.[3]

Reconstruction will require more than physical rebuilding. It involves aligning Ukraine’s infrastructure, industrial base and capital markets with European standards and supply chains. UKRN is designed to provide exposure to companies positioned to potentially benefit from that transition – spanning infrastructure, energy systems, industrial modernisation and defence-related capabilities.

The ETF also includes a structured framework designed to accommodate direct Ukrainian company exposure as capital markets develop. The ETF has the ability to fast-track the inclusion of Ukrainian companies as they IPO.

UKRN tracks the VettaFi Ukraine Reconstruction Index using a passive, rules-based methodology.

At launch, exposure is through global listed companies with the capacity to execute reconstruction projects. However, the index incorporates defined mechanisms to enable direct Ukrainian inclusion as domestic listings re-emerge and liquidity deepens.

For Ukrainian companies, the methodology applies lower eligibility thresholds:

  • Minimum market capitalisation: $50m (vs $100m standard threshold)
    • Minimum free float: $25m (vs $50m)
    • Minimum average daily trading volume: $500k (vs $1m)
    • Up to 5% aggregate allocation to listed Ukraine-focused closed-end funds
    • Out-of-cycle IPO inclusion within 10–50 days of listing

These provisions are intended to facilitate participation by Ukrainian companies as they access public markets. As Ukraine’s capital markets evolve in alignment with European regulatory standards, the ETF is positioned to allocate capital to newly listed Ukrainian companies within a transparent, rules-based framework.

Companies with identified Russian operational exposure are explicitly excluded.

Beyond the ETF launch, HANetf plans to support Ukraine through targeted initiatives aligned with financial development and community resilience. This includes charitable donations, support for the Ukrainian Federation of Rugby League (UFRL), and sponsorship of Ukrainian professionals undertaking financial qualifications in the United Kingdom.

Hector McNeil, Co-Founder and Co-CEO of HANetf, commented: “Ukraine’s reconstruction is about more than rebuilding infrastructure. It is about alignment with Europe, modernisation of industry and the development of transparent, functioning capital markets.

“We believe UKRN can serve two important roles. First, as an investment vehicle providing exposure to companies that may benefit from Ukraine’s reconstruction and economic integration. Second, as an immediately ready, public market buyer for any Ukrainian companies should they access international exchanges.

“The development of Ukraine’s capital markets will be central to long-term economic resilience. We hope this ETF can play a constructive role in that evolution by facilitating Ukrainian capital formation.”

Key Risks

When you invest in ETFs your capital is fully at risk and may not get back the amount originally invested. Exchange rates can have a positive or negative effect on returns. The ETF shall invest predominantly in companies in the defence, energy, and infrastructure sectors. These industries can be significantly affected by government regulation and spending policies because companies involved in these industries rely, to a significant extent, on government demand for their products and services. The ongoing conflict between Ukraine and Russia is a source of instability for Ukraine and the Ukrainian economy. This instability may detrimentally affect the ETF’s investments which have exposure to Ukraine or the Ukrainian economy. If the Conflict continues for a prolonged period of time, this may significantly impede any efforts to rebuild Ukraine’s infrastructure and wider economy.
